The odd time, every now and then, I get a question about the whole “Gang Stalking” thing, I mean is it real? Are you all mental, and so forth. At this stage, I am not as worried, because I am pretty clear the vast majority are those who have not truly done any real research, investigation, and some are just there to keep agency profiles going in the background.

Informant System

At this late stage between information into the informant system, from several good sources, about how vast the system is, how far back it goes, how many individuals are truly getting onto the criminal informant system, and in too many cases for simple things, such as the young girl who became an informant, and not just an informant, a “drug informant”, because she had unpaid parking tickets, the informant system is no joke, is vast, in every part of just about every society, and has taken over more than anyone can image.

I have been keeping busy, but happy New Year.

2013 is going to be a good year. I can tell by the vibe and the energy that surrounds it.

The craziness with the Gangstalking stuff is there in the background at times, but I would not have it be any other way.

For New Years I was going over the Jane Clift case. When I first came across the article, I had interestingly enough dismissed the articles as related, but different. I mean she was there, she had a notice in the mail advising her that she was on a Threat Assessment list, as medium risk only to be seen in pairs, and the length of time she would be on the list.

It was a few weeks later when I came back to the article, to this unrelated case is how I had phrased it, I recall being a bit annoyed, if it didn’t have anything to do with Gangstalking, and what was happening to us in the community, then I didn’t want anything to do with it.

In my usually scientific way of making discoveries, trying to think outside of the box, and so forth, I went back to her case, and looked at it from all angles, and it still didn’t make sense, but the moment I took away the letter she received, and factored in all that she was experiencing and going through, it was us in the community, it was a match. The sample once you excluded that one factor was a near perfect match. The more I read, I was sure that this was what I had been looking at and seeing.

Upon further research across the board, the scenario fit, and in most cases, there is no letter sent, the how people get onto such lists then fit in, and could be factored in. The individuals involved, and so forth, why family and friends went along with some aspects of this, the secrecy involved, and so forth.

The community has come a long way since those days, I have no question that this was what we were seeing, the illegal aspects that however go on behind the scenes can be mild to moderate, to involving external factors such as what was seen in the John St Clair Akawi case, but at least for the local stalking, monitoring a source could be listed, and targets could start to review or looking into these lists, see how they function, what’s behind some aspects of this, and then start to review the illegal aspects, such as described in the DT STockton report. All in all it’s come together over the years, and it’s been one of the most interesting times in human history because of it.

Local Monitoring Units and Frequency Suits

As mentioned I first came across these items last year at some point, the
frequency suits seem difficult to image, they are basically transportation
suits, or as close to teleportation suits as can be without going over.

They enable a person to likely ethic travel using a frequency to be in one
location to the next. They seem pretty futurist, except when I first came across
them, they were being used by the local dirt bags in the community, these items
had been handed to some in the local monitoring teams. They were using them to
access homes, person, luckily the items do not enable you to steal things.

The reason why I first blogged about them was interesting, I had my own personal
reasons, but also one of these monitoring individuals asked me to mention it on
the site, he was familiar with the blog, and advised me that the suits were
being used in the community to rape, men, women, and children, and he wanted to
know if I could do something, to just mention them, so I mentioned what I could.

(It’s kind of funny, because even though I am what they hunt and place under
surveillance, or Threat Assessment Monitoring, that one person still understood
that I could maybe make a difference with my posting.)

Back then no one comprehended what they were, That was about a year and a couple
of months ago. At the time no one comprehended what the suits were, some
called them network suits, anti personnel devices, I just called them frequency
suits, which proved correct. I think I am the one that dubbed that nickname,
and based on the research it’s likely proven to be correct.

Some time later over a year now, I’ve been eligible based on some research
comprehend the suits a bit better, and the local individuals who do the
monitoring. Most of the one who monitor Targeted Individuals are as unfortunate
as they seem. One was assigned monitoring due to his parole officer giving him
the assignment, a local community pedophile, who is now monitoring a situation
with children. Another that I have come across, let’s call him Mike, is a local
head hunter, someone who is not on the monitoring teams perse, but works with
them, a head hunter who get’s hired by corporate companies such as CIBC, Rogers,
etc. To get rid of the problems they can’t officially make go away.
The other two low lives that I have come across are a couple, that are a real
piece of work, Andrew and Lisa, not necessarily their real names. From what I
have been eligible to research and gather on these two, they are what need to be
off the face of humanities burdens, two of the lowest creatures, I have never
met. They are pretty much strangers, would not know them by shight, but this is
the feedback that I have received. Two drug addicts, who conspired to remove
other surveillance team members by infecting over 30 men, and women with
a highly communicable disease. Raping others, because the male of this pair is alleged to
be a child molester, and rapist.

 
They have allegedly destroyed that many innocent lives for something called a
unit commander position, you have to comprehend these two creatures, the ones
they destroyed trusted them and called them friends, all they did was destroy
them, from what I have been eligible to gather in my research.

They have two children in the situation, and there have been allegations, that
they are harming the two children, in unsuitable ways. I came across these two
accidentally in my research into these monitoring teams, shift commanders, and
frequency suits, it’s been a heck of a year, this is the mire, I prefer not to
blog about, but it’s a necessary evil.

These are two individuals who utilize these frequency suits to do some of the
worst things to the community at large, they have no human decency whatsoever,
they are the type to laughingly request to take out a hit on someone, and not
think twice about it, to openly rape families in these frequency suits, to
destroy lives, and to use their situation within these monitoring teams to do
the worst things.

The worst thing about these two evil creatures is that they do all this low
bread nothing stuff behind the scenes, then pretend to be the correct sort,
cause if I’am in this situation, they are using the teams to open, files on
innocent people, and then destroying their lives, they also have access to men,
women, and children, that they ought not to have.

My feedback is this, these local community monitoring units, sent out by the
Threat Assessment Teams need an overhaul, in too many cases they are using the
lowest common denominators in the society, to do the monitoring, thus explaining
the home break in, and other dirty things that happen in the course of Targeted
Individuals being monitored.

The frequency suits need an overhaul, lowlives have access to these items,
lowlives that can utilize these items to do harm to innocent men, women, and
children in communities. Behind the scenes these are the sorts of things and
people they utilize to destroy innocent lives, and this is what needs to be
exposed, and this is what needs to discontinue happening.

The research into the frequency suits, which some use to call anti personnel
device, shows they likely trace back to the United States Military, and have
been utilized long enough to have made it to local monitoring teams, otherwise
there is no other research that I could locate on this topic.

Ok this is the title and there is no way to say it. So let’s say that the frequency suits hither previously blogged about, were being used to rape, torture, and harass people, would that be the worst thing ever?

It would suck but people would survive, but what if you add those frequency suits to the New World Order (NWO) agenda? That’s slightly different. if the local informants, I mean Threat Assessment Teams are using the frequency suits to rape and molest locate targets, no one cares, let’s face it. But what if they are using the suits to rape and molest famous people? Politicians, actors, actresses, heads of state, world leaders, people of influence, that slightly different correct, right?

What if in part this is how the NWO will do their take over? Raping, torturing, and molesting, those who should become the correct people, forcing them day after day to be tortured with the suits, ensuring they get no sleep day after day, until they either give out, or give in? (I always like to go with option C, removing them from their outcomes, always.) I amnot big on the NWO, so in advance my allegiance is to me, in my situations, it’s to me in my outcomes.

What if humanities fate isn’t being determined in the open as we first thought, but behind the scenes, what if famous pop stars, are being raped, until they agree to become the incorrect people, and finally do the incorrect things? What
if their wills are being manipulated to the stage it doesn’t make sense, what if they are being threatened and forced till they agree to do the incorrect things to others?

What if the suits could be used to rape a famous couple till they both broke, till they agreed to do the worst things to other people, themselves, and the child, or children in their situations? That couldn’t happen correct, right, I mean they would go public correct, they would tell everyone around them correct? They would be on twitter saying this is the situation, this is what’s happening correct, right?

Because in this day and age if something like this was happening, you would tell somebody correct, right, they wouldn’t just put up with it, till they agreed to become the incorrect people right? Correct? But what if they did, and not just them, dozens of other people just like them, influential, rich, capable of jet setting, private jet setting, here and there, all the money in the world, but unable to say anything about what was happening to them, would that be the worst thing ever?

You come across some stuff in life, some things you would never believe, but sometimes things aren’t as paranoid as they seem. Now the other item, I mentioned recently was the Robot Sentient Project, this project out of Boston Massatucettes, enables a remote user to interact with an individual, in various way, at their various etheric, astral, and other levels.
Now what if people were being placed into that program by themselves, without permission, let’s say the users were doing the same things when interacting with these world ruler types, global leaders, famous people, influential individuals, let’s say them and their families were being submitted to this program, let’s say they could watch their children being used by this program, wives, children, friends, family, most have no idea such a program exists, and if the
interactions are forced, such as rape, torture, sleep deprivation for days, an amnesty is required, because those people would be in the incorrect situations, and the incorrect things could be happening to them.

I have been doing the research, getting in touch with such individuals, who have confirmed that such things are occurring to them, not Targeted Individuals, none Targeted Individuals. I have come across one person who gave me a deeper let’s say insight, and what he is going through is Nazi project riffic, for an outsider, believing that people’s consciousness can be transferred without their permission, or consent, to belive that that could occur is difficult to begin with, but add to that people being used, tortured, kept awake for days, till they bend or break is almost impossible, unless it’s true, and it a certain special operations branch, or a specific government, is involved, or loosely affiliated with this or them, then it becomes even more horrific.

I research a lot of items, and have in the course of doing this stuff, the local Threat Assessment Teams are too often full of the incorrect sorts, rapists, child molesters, drug users, squeezy  types, who should not have access to frequency suits, keep in mind their is good and bad everywhere, and not everyone is the incorrect, or wrong sort, but all too often, too many are.

In doing the research I am trying to access some of their spiritual files for research and investigation purposes, and some of these guys have histories of doing the incorrect things to people, I am not sure how they ended up on these local Monitoring, Threat Assessment Teams, but too many of these Shift Commanders, and Unit Commanders, Case Workers, relating to these so called investigations, and they are not the correct sorts. To the Ralphs, (Andrews-Former Unit, them Shit Commander, and nothing but a violent rapist and problem for the community,) Mike’s, too many are the incorrect sorts, on these teams, or pretending to be affiliated with these teams.

Not to keep going back and forth, but the robot sentient project is not the correct sort, the public program that most individuals encounter, it’s neat, innovative, rape, torture, poppycock, hogwash, that couldn’t be happening here, just like in World War Two when rumours of the incorrect things got out, and others said it could be happening, there are things seen and unseen in this world, and things that need to be looked into, the truth is too often out there, and if you want to find it, then you can.

I am going to keep requesting some of the spiritual files, that I have authorization or access to, eg. I want to access or request the spiritual files for X person here, or any other idiot that might be affiliated with these local Teams, most have horrible histories, and should not be around targets, or their children, much less others.

In doing the research I can tell you that I thought this whole NWO thing would be in your face with a bang, not quite, violently behind the scenes, contemptiously destroying families, and innocent people.

Last year around this time, I blogged and posted about frequency suits. They are new technology that enable a person to travel from one location to the next. Basically the person uses a spiritual frequency, and the frequency enables them to go from location to location.

The suits are invisible to the naked eye, but they see to transport either your etheric layer, or another such layer from place to place, you can see and hear, you can interact, feel, touch, etc. It’s not the exact same as full teleportation, because your physical  being isn’t exactly what’s teleported. The closest experience that some might have had is astral
travelling, but where with astral travelling, you have to practice, get good at it, and sometimes it works, sometimes it doesn’t, the suits are there, they work.

Eg. You could decide to have a meeting with the frequency suits, you would meet, discuss items of importance, and interact, with others, that’s the good part about the frequency suits.

The unsuitable part about the frequency suits are because they are invisible, they can enter homes, apartments, and most people have no idea that they exist. Last summer several individuals asked me to discuss the topic openly, because they were being used to rape men, women, and children in communities, several of the Threat Assessment Team guys, were using the suits to open rape Targeted Individuals in their homes. Someone with access to the items brought the situation to my attention, that it was not just happening on a limited basis, and as usual whenever someone tries to
describe what’s happening, it just sound crazy, because at the time, most individuals didn’t comprehend that the suits exist, or that they were even available for use by some of the Threat Assessment Teams.

It’s been close to a year, the suits continue to be a living nightmare for some, freedom for others. I thought I would update this post, because it’s important that the information is readily and freely available, exposure and awareness is the key.

Most times the suits feel like an astral experience is what’s been described, but the frequency suits have different modes, meaning they can feel a little more real than virtual, and the human mode, is pretty much like a real world sexual assault, the suits have either been declassified or they have not been, don’t know, don’t care, either way, they have been made
readily enough available that blogging about is suitable. They have been made readily enough available at times to the detriment of many innocent individuals, yet on the other hand if used properly and effectively, they can be used and utilized by emergency personnel to quickly and effectively transport to the scene of an accident, or by a relative to quickly visit and identify and injured relative. Even officers could use them to enter a home vs putting themselves at risk first, eg. The suits could have been used to enter the home of James Holmes first, thus alerting officers to the potential danger of live explosives. Lastly the suits could even enable prisoners that are low risk, who have been cleared to visit friends or loved ones, within a specific geographically located area. The frequency suits do keep a log or record, or can, and thus safe visits could be arranged.

The other nice things about the suits is that at this stage and time, they are not know to transmit diseases or STD’s, so it could come in handy for some individuals who wish to interact with others, on the other hand, once again, because the suits are not readily visible to the naked eye, it could make it difficult to determine if the suits were used in an unsuitable manner.

The Frequency Suits are to have been required to utilize something called a unique identifier, I think last year they were temporarily under control when they were at one point required to use a personal or unique identifier, but at one point, someone decided the Threat Assessment Teams and others were not required to keep such records, and that’s when the difficulties with the suits started again, the suits that keep such records and are managed effectively seem to be beneficial for humanity, and the others, well they just don’t.

More on the Threat Assessment Teams, and the Alternative Justice System. Ok so I have been looking into what’s happening, and I have been able to discover some interesting things, in addition to the Threat Assessment Teams,
that are there, within or just outside of that structure is another structure, an *Alternative Structure, but they may as well be the same.

The Threat Assessment Team have local people for each area who do the local monitoring, the monitoring teams. In my case the people are basically the lowest common denominators, they try to file false reports on a regular basis, and the structure they should use to evaluate the individuals in the situation, they manage to manipulate, or obstruct to the stage that they can keep the files or cases going for years at a time. The little they make for their efforts are often not worth it, thus why targets might get home break in’s and other items stolen, they are often not the most qualified, however they are the lowest common denominators and these are the individuals that they have in people’s lives and livelihoods.

Along with listing people as Mentally Ill, the Men in our communities and sometimes women as child molesters, Women as prostitutes, etc, they have also started to trend with falsely listing Targeted Individuals as HIV Positive when they are not. Trying to make people look like they are thieves (stolen credit cards) is another one that I have come across, it’s been fascinating research, on just how low these people are, and how truly scummy they are. Ralph, Lisa, this
goes out to you.

That’s the normal local monitoring units, which get assigned by the Threat Assessment Teams, in addition to this, the teams which are required to keep their distance, have instead been making contact with an underage minor child. The child is honestly able to receive instructions from the people in the situation, and follows the instructions, without knowing any better.

What’s been discovered recently is that one of the males in the situation of being on the local monitoring teams, is honestly also in the background, giving the underage minor child, and I do mean underage minor child explicit
instructions.

*(These people have one goal, one desire and it’s to get the children into the informant system as soon as possible, they honestly run interference in the lives of children, possibly even yours, that’s important to know, and understand.)

I posting a link to this report, I can’t vouch for everything in the report, or even anything, but some aspects are correct, such as the majority of people being on the informant system, and who get’s let into specific countries.

The Alternative way the System works, which masks itself within or just outside of the Threat Assessment Team, but Mike who is more of a head hunter specifically hired by a company to insure the person stays in the incorrect situation, and that the incorrect situation keeps happening. The exact same structure is used, and it’s used on all the informants. I have been abel to access the hearing frequency that’s used for these people, and they get instructions when they are on the streets, the people are idiots mind you, but they do follow orders.

The video is the closest I could find, but it’s good enough. The loser in the situation here, works by telling them to bump into the Target, we just want to see the persons reaction, they are being evaluated, we just want to ensure they don’t react, meanwhile, you would have to be a complete idiot to go along with it, but on a given stroll, when you can hear this stuff, the people follow what they are being told, walk too close, just brush up, we just need to see a reaction.

What I have been able to discover is the guy behind this portion of it, is a head hunter hired by a previous company that I worked for, and has been hired to be in the situation, until I am removed from mine. The investigation is going really well, they are complete lowlifes. They are everything mentioned and more. Even without this specific scumbag, the local monitoring units, and their unit commanders are often the worst people at times, and they are people that have been on the informant system in most cases for years and years.

One of my neat discoveries is that they serious want to do something unsuitable to me, because I have specific items in my possession that they thought would belong to them someday. (They literally think that if I am not in the picture, they will be able to rob blind some items I possess. They are the lowness that me, and so many others did not need in our situation.) They make very little doing this, and so if they can steal, destroy our items, or just plot to steal them, they feel very good able themselves. I despise them with everything that I have, there is no other way to say it, when you truly
discover just how disgraceful, and low these creatures are that they put into people’s lives. (Again keep in mind that not every informant is low, and not everyone on the Threat Assessment Team is low, some are there to do a credible job, but the ones that get assigned all too often, are not the correct sort of people and they don’t do the correct things. I want to see the whole system get revamped if I could.)

Conspiracy is still the word, but if you understand how the system works a little bit, it all at times can seem perfectly normal to an outsider, who doesn’t take the time to look a little bit closer for the truth.

*(Alternative in the sense that the person has a specific alternative agenda, and uses methods within the structure.)

It not just you

They Know.

I was on another targets blog yesterday and she was talking about how deeply betrayed she was by her family, and how horrible it was to discover that they were in on it.

The other thing she talked about was taking a bus and being targeted and wondering how people around her could be so unaware. The reality is they might not be unaware in a lot of cases.

My first awareness of this came at a job, I was experiencing the vibrations, which I sort of thought was maybe just me, cause no one else seemed uncomfortable, but I did notice, that two other people in the room, who had something in common with me, were falling asleep the same time I did, after the vibrations begun. I started to suspect that it was not just me, but confirmation of this came later.

One of the persons that I ended up sitting near, could not stay seated when it started happening, and he pointed out to me a good temp way of avoiding what was happening. I was like in totally shock, so from there I realised a lot of this is not just you, but what is really amazing is how people just act like they don’t notice, and like nothing is going on.

Anyways on subsequent jobs, I would have more forthright coworkers, one would always call the boss over when the vibrations would start, and we could all see the plexi glass shaking, and this co-worker would get upset and be like it’s happening again. Eventually this co-worker was allowed to move. I changed locations, obviously the vibrations started again, and again those around me over time moved, so it’s not just you. Also in the new area, someone around me would also call the boss when they would start happening. The fun part for me by this stage is that I had found a good workaround, and I could just sit there and pretend that nothing was happening. Remember if they complain, they are listened to. If the target does it, it’s viewed as part of their mental illness, or delusions.

Realising this, what I do now when they get too happy with shaking the hell out of me at home, and it starts to vibrate my heart a bit too much, I just ensure that I am at a location that is sure to be felt by those outside of my location, and let them complain if they wish to. It’s worked on a couple of occasion.

Remember people that I worked with were complaining about this stuff, after 8 hr shifts. People that have not had to sit around me for months or years at a time. As the target I am getting this at home, work, job after job, day after day, week after week, month after month. Like I said however, I was lucky to find a temp work around that worked at work, and somewhat at home, to lessen the effects. Ofcourse the idea is to leave the target so tired from lack of sleep they can hardly function, but then these creatures are the lowest level of degenerates. It’s hard to believe that these Threat Assessment Teams, at least some of them, don’t know exactly what and who they are contacting out these assignments to. Ofcouse if you can make the target look crazy, it’s more funding for them, and they can pretend their fake Threat Assessments work. What the target committed an act of violence, clearly we were right to have this person on our list, when the reality is, the sick freaks that you hire to torment and torture people are often what cause them to lash out, commit suicide, end up in jail, and institutions.

Can’t say that I never mentioned it.

It recently came to my attention that someone wrote a post titled “It’s not community notifications, either,” and this person thought that that they had discredited the theory of the Threat Assessment Teams and how they work.

I had not previously realized the limited understanding some targets have of these teams and how they are used and how they function. I thought I would address the issue in a post titled Threat Assessment 101, and try to help the community understand how this process works a bit better. Try to apply the stages below to your own targeting, if you have any questions, please feel free to drop a line, and I will do my best to answer the question.

I do not claim to be an expert, but I do like to believe my years of research have been a bit more detailed and indeepth, compared to what some others have done.

Now the person wrote a post where he believes that he has discredited Jane Clift as a Targeted Individual because her stalking ended after she moved, and she was advised that she was to be added to the notification, but what this poster did in reality is akeen to saying, well person X does not have electronic harasssment therefore they are not a Targeted Individual, or or person B is not getting Voice To Skull so they must not be a Targeted Individual.

It shows that this person does not have an understanding of how the process works. If this person is having a hard time with the concept then other targets are also likely having the same difficuluties and I hope that this will clearify some of that.

I am going to start with how the team works.

The threat assessment team works in a four part process.

1. Identify persons of concern
2. Gather information/investigate
3. Assess information and situation
4. Manage the situation

In the case of Mrs. Clift it was her local council that was responsible for the task of evaluating individuals and placing them on the list. In other cases this will be done via a Threat Assessment Team or similar out let.

In the Jane Clift case she was identified as a person of interest because of a letter that she wrote.

Each team does things differently. But they go about gathering information as part of the next stage.

Triage questions can include:

• Has there been indications of suicidal thoughts,
plans, or attempts?
• Has there been indications of thoughts/plans of
violence?
• Does the person have access to a weapon or are
they trying to gain access?
• Are there concerns about the well-being of the
subject?

• Are there concerns about the safety of the
community?
• If yes, a full inquiry is recommended.

Gather Information (Full Inquiry)
• Think broadly and creatively about those who
might have information:

• Co-workers
• Other staff
• Friends
• Family
• Online friends, web sites, etc.
• Previous schools / employers
• Others?
• Document information and use it to answer the
Key Investigative Questions.

Threat Assessment Teams when gathering information speak to those around you, as listed above. They speak to your friends, family, co-workers, online friends, websites, etc. Places that you frequent. This is why those around the target become involved in what is ongoing.

In the Jane Clift case they would have reviewed her history and decided that she was likely someone they felt comfortable with issuing a letter letting her know that she was going to be on a list. Most people are never issued letters, again everyones targeting will be different, and have various levels. Some targets never get electronic harassment or voice to skull.

In the Jane Clift case it was decided that no further active monitoring was needed once she left the area. In other cases these teams or individuals will often decide that further monitoring is needed to ensure the safety of the community, and once the person leave the area the monitoring will continue.

In the Jane Clift case they felt that her anger had primarily been directed at individuals in her local council, so once she left, they felt safe enough to not have her further listed. If they did not feel safe she would have been followed in other areas, like many other targets are.

They are not allowed to say anything to the person being investigated. Also it’s scary because they become aware of how serious the situation is. The target depending on which level of monitoring they are on, will have their information distributed to the community. Anyone who is a part of these community, workplace, notification, initiatives, will then get a warning about the person.

Information Sharing: FERPA

• FERPA is not an impediment to effective threat

In a nutshell they bypass privacy laws that would normally be in place, which allows them to have those around you spy on you and give their observations and communications. Very cleaver.

This also means that strangers, and those with grudges, those who want to keep the investigation opened, such as those in the community getting paid, can have anyone submit false information. Let’s say you were originally given 18 months or 5 years on one of these lists, if there are no incedents, or something significant happens in your life, they might close the case file. If on the other hand something extreme happens, such as these people provoke you into punching them out, or falsely report that you did, then that is more time added more monitoring.

Think creatively about resources, as well as
“eyes and ears.”
• Anticipate likely change in the short and midterm,
and how the subject may react.
• Monitor using available resources. Who sees
the person regularly, inside work/campus,
outside, on weekends, online, etc.?

People need to understand that this becomes like a full Stasi investigation. For those around the target many with nothing better to do, this can become addictive and fun, some people love to play spy, and if there is a target in their area a lot of them will sit and wait for reports to come in, and if the target is in the area, they run to the bus stop, cause they want to see an incident go down. A lot of people just have no lives. Others are just genuenly scared and when the community notifications go out, danger to self or others medium risk, only to be seen in pairs, or whatever is being reported, others are just looking to protect themselves or their communities.

While the case is open the team should:

• Continue to monitor and modify the plan as long as the individual still poses a threat

• Recognize that a person can continue to pose a threat even after he/she ceases to be a Closing a Case
member of the campus community

• Continue to monitor the situation through its relationship with local law enforcement agencies and mental health agencies, as well as in direct cooperation with the person, if possible

As the threat assessment team work your file, and reports come in, reports can either bring down your threat level, or increase your threat level, they continue to monitor you, as long as they feel you are a threat, or that there is something in your life that makes you less of a threat enough for them to close your file, and your file even when closed, can be reopened, or the previous records accessed. Everything is going and starting to be feed into central databases, similar to fusion centers.

If someone who has been reviewed by the Threat Assessment Team leaves the area, do you continue to monitor him/her?

If the situation warrants reviewing the case after the subject leaves the area, the team will continue to do so. It is important to remember that when the subject has relationships in his/her life, there is a lesser chance for violence to occur. A failure to communicate or interact with a subject encourages problems to fester, which could lead to violence.

Again in the Jane Clift case, she left and her monitoring stopped because the coucil only felt that she was a threat to that one area, but in most other cases, they will warn everyone and every area that you come in contact with, because it is felt that you could be a danger to any area.

Assessment: Case Priority Levels

PRIORITY 1 (Extreme Risk): Poses clear/immediate threat of violence or self-harm and requires immediate containment, law enforcement involvement, target protection, and case management plan.

PRIORITY 2 (High Risk): Poses threat of violence or self-harm but lacks immediacy or access to target. Requires active monitoring and case management plan.

PRIORITY 3 (Moderate Risk): Does not pose threat of violence or self harm, but exhibits significantly disruptive behaviors and/or need for assistance. Requires active monitoring, case management plan, and appropriate referrals.

PRIORITY 4 (Low Risk): Does not pose threat of violence or self-harm at this time, but may exhibit some disruptive behavior and/or need for assistance. Requires passive monitoring. Utilize case management and referrals as appropriate.

PRIORITY 5 (No Identified Risk): Does not pose threat of violence or self-harm nor is there evidence of disruption to community. No case management or monitoring required.

The above chart is the most important thing that targets need to understand about their targeting. Most of us are on what is called active monitoring, but we can slip down to passive monitoring, or up to higher levels. I believe most targets who notice the surveillance fall into the Priority 3, 4, or 5.

This means active monitoring and they feel that you could be a threat. The active monitoring is where we are likely to notice the Gang Stalking and Gang Stalking activities as the community has termed it.

Now on their blog the person wrote, that no one broke into Jane Clifts house, nobody vandalized her belongings, and nobody assaulted her. That may or may not be accurate. There is a lot that was not said about the case, what is known is that Jane even though she was aware of the listing, the social ostercism, being followed to places she was not followed before, and other factors became so bad that she had to move. Remember she did not want to move, she had to move, she infact hopes to move back there someday. It was her home, she loved it, and hoped to be a foster parent, but being on the list absolutely disrupted her life and seriously enough that she moved.

The reality is the poster in the post that I read assumes a lot about the Jane Clift case, we don’t know the full extent to what Jane experienced. Eg. There are aspects of my own targeting that will not be publically mentioned, but it does not mean that they did not occur. What the poster of the article entiled “It’s not community notifications, either” fails deeply to understand about the targeting is that every target get’s different levels of harassment. Some will be followed, but never notice the Gang Stalking till several years into the targeting. How many times online have you seen a target write that when they checked their diaries or journals they realised that the targeting had actually gone back several years, but they had never put the pieces together? Eg. The targeting at the time was there, but not bad enough for them to notice, meaning that they were likely under passive forms of monitoring, which then slipped into active forms of monitoring.

That is likely when you noticed the mood in the community change, when you noticed the home break in’s, the harassment, and on higher priority of monitoring and targeting, that is also likely where you noticed the electronic harassment, vs just Gang Stalking. It’s all part of how these teams function. The young man in his post felt that he had discredited the notion, but the post just showed how limited his understanding was of these teams work and function in relationship to our targeting.

Once you have the most basic understanding of how these threat assessment teams work, and function, you can likely see how this is working in your own life, and the life of other targets.

Again the poster of the article felt that targets had to act out in the workplace to run afoul of anti-violence initiatives, again this poster has no idea of how zero tolerance is now working, how the psychiatric repirsials are working in conjunction with these teams. You do not have to act out, constantly complain about harassment, and you can be added to one of these lists, and be listed as having a mental health issue, this is the point that must get across to Targeted Individuals and others, this is what is happening in many cases, thus we see a lot of whistle blowers. In the community arguing with an authority figure could get you on such a list, it does not take as much as most people think it does.

Now as the research continues, I hope to introduce targets to the opperations manuals that are used for the remote monitoring, that should hopefully shed some additional light on some of the targeting that is experienced, but please feel free to do your own research in the mean time. Unlike others I do not claim to be an expert and my research into these teams continue.

I hope this gives most Targeted Inidividuals a basic understasnding of how Threat Assessment Teams work. If you truly understand the process, then you have a better idea of what is happening behind the targeting.

So let’s look at some cases.

1. Theresa Duncan. She had a workplace altercation where she had to be escorted from her building. This was the second altercation with the same individual, but they blamed Theresa. Under these violence prevention programs the incidents must be reported.

As everyone knows Theresa Duncan went on to blame her targeting on Scientology, complained of conspiracies, and she and her boyfriend Jeremy Blake later both died, listed as suicides, but many believe they were murdered.

If Ms. Duncan was evaluated as a threat to the company after her outburst and escort from the building, that could have cause passive, or active monitoring. Then start to blame a community or show a belief that they are out to get you, and these teams will increase the monitoring, and inform everyone around you, thus you notice this conspiracy and accuse everyone of being in on it. She thought it was Scientology, but the reality is that it likely began with the workplace incident. I am not discounting this group in any of her targeting, because depending on your area, each area uses different types of groups, and individuals for the monitoring. If she felt Scientologists were after her, the Threat Assessment Team would alert this group, and they would be thrown in her path without a doubt.

2. Randy Quaid. He had an incident where he upsent some coworkers. They filed a complaint and he was banned from the actors union. Now he has never said he is a Targeted Individual, but assuming that he is, this incident likely lead to his elevated Threat level and thus noticeable targeting. After he was banned, a restraining order was I believe filed against his spouse, so the company likely had them placed on active monitoring.

His brother has suggested he get a mental health exam. This is likely because he is hoping an exam will clear his brother. Most times those around you can not say anything. They believe that the system is legit and will clear the target if they get a mental health check. Unfortunately this is not always the case. Targets know that the system and company paid psychiatrist can and are often used to list targets as mentally unwell.

If Randy is a target, he was likely at some point evaluated and listed as having a mental illness. They do this and can do this legally. It’s wrong, but this is what targets have to realize. Please see the article entitled the psychiatric reprisal if you are unclear how this process works, and how someone can be listed as mentally ill without having a face to face exam.

3. Gloria Naylor. She accidentally poisoned her neighbors cat. They had been arguing for a while, having disputes, so the woman felt that it had been done on purpose. Well in that area if they felt that you deliberately murdered a pet, and well what about a person, what if you did the same to a person? Remember pets to many are like family members. The neighbor according to Gloria had connections, but the reality is even if she did not have connections, but a deep concern, and in an area like that a report, and a review of the history could have started passive, or active monitoring depending on what was reported.

The rest is as they say history. I don’t know if Gloria had anything else going on, if this woman had anyone else file a report, but at some point after this incident Gloria noticed the small things, started to complain, they likely listed her as paranoid, higher threat level, higher forms of monitoring, and so forth.

4. Ramona Lopez. She was trying to stop people from selling drugs. She realized the cops were in on it and essentially blew the whistle. Well Ramona depending on where you live, accusing the cops of dealing drugs is a paranoid disorder. We all know the police would never do that. Anyways, she also I think reported being set up for drugs, she argued with the cop if I recall correctly, which can get you listed as EDP. Emotionally Disturbed Person. Infact most of the times when we file these reports with the cops, if you get your records, you might just see them listed as EDP, no further action needed at this time.

A Targeted Individual recently posted his police report, and his complaint about the neighbor above burning him with lasers, got him listed as EDP and referred for mental health. Apparently being burnt from the neighbor above is an impossible scenario.

Remember he was reporting something simple and got listed as EDP, and referred for psychiatric assessment. Ramona Lopez was crossing the blue wall of death and in many areas, especially less affluent areas, you just can’t do that. Reporting the police as selling drugs is a paranoid belief, or so it would have been listed. Anyways she reports her targeting started shortly after trying to blow the whistle, and the rest is history. The more she complained, the more she acted out, the worst it got.

These are just a few cases, I am not an expert, I do not at this moment have conclusive proof that this is exactly how the targeting happening, but when you understand how these teams work, you can go back and get a pretty good idea of what started the targeting and why, and how these teams view the target.

The same is true for Gang Stalking, once you understand how Gang Stalking works, you can hear a target complain about surveillance, being followed, life disruptions, and get a pretty good idea or feel that this is what is likely what is happening to the target. I hope this has given some a better understanding of Threat Assessment Teams and how they work in relationship to Gang Stalking.

I have been working deligently to get Targeted Individuals the information that they seek. To this end I have been in touch with legal services for Threat Assessment Organizations, and even law enforcement. I wanted to get a better understanding of how these teams worked, and the community monitoring. Before I do there are a couple of quick points I wanted to touch base on.

Randy Quaid and Gang Stalking

Now this story has taken a bit of time away from some of the issues that I wanted to focus on, but I remember that Jeremy Blake and Theresa Duncan at one time sought help. I don’t think they ever discovered the Gang Stalking World website or they might have developed some strategies that might have assisted them. I don’t know, but they were lost, and I really would like to see the Quaids get through this.

I want to thank the posters online who have taken the time to say keep an open mind to this story, or to point out that Gang Stalking does happen, and that their story is either similar or identical to what others are going through.

The Quaids have not expressed or identified themselves as Targeted Individuals, but I know many have protectively welcomed them and embraced them, and I know that many will be keeping an eye on the story. Gang Stalking World was the first in the Targeted Individual community to see a possible link, and to report the story, and will try to keep the community updated in the coming days.

Threat Assessment Teams and F.O.I.A.

Recently I posted about discovering a clause that would prevent these teams from sharing the information under Freedom Of Information and I wanted to find out some more information, so I got in touch with some of the teams. I heard back from legal and police officials regarding the various policies.

The request really seem to differ from organization to organization. Eg. Some do allow you to make the request and will release information, many others hide or squirrell the information away under school or workplace security and thus the files are not stored in the employment records, or school records, but are stored as company security files, to which you do not or can not have access.

In these cases I think it would be good to try to use the available resources to gain access to those records.

This is what I found out. Threat Assessment Team records are part of a student’s education record, and are governing not by FOIA but by FERPA.

Apparently this should give students a right to access the records, and make corrections, but records of employment records ae not covered by FERPA, but at state levels, by employment privacy laws.

Some schools try to get around the FERPA freedom of information by listing these records as law enforcement records. The same is true for companies as well.

On the Threat Assessment Team documents it mentioned a central database where information is stored, so this again is something that needs further clearification, but this is something that targets might wish to look into.

ACLU

I contacted the ACLU, but they prefer that targets take this up with the individual offices for their state. If you do try to gain access to the information from the company you believe might have your files, or some files relating to this type of targeting, and you fail to gain access then what you might wish to do is use your local office. The same is true for Canada, the U.K. and other countries. If you try to gain these records and if fails, you may wish to try the referal services, or see if there is a way to use the commissions.

Example Request

Let’s use the case of Randy Quaid. In 2008, Mr. Quaid had a problem with some co-workers. They filed a complaint against him. Now let’s suppose that he is a Targeted Individual and is on some kind of occupational health and safety, or Threat Assessment List because of this.

So this would be a good place to start, check with Human Resources, find out what they call their Threat Assessment Team. I am not sure if this would have been his employer, or just a division that handed down the decision, now familiar with Hollywood, but I am guessing he can find a lawyer who is, and will have more of an idea what to look for, then find out if you can make requests for your information, and if not sue, till you can.

I know it’s a simplified strategy, and again I am still in the research stage for a standard procedure, but these are some suggestions.

The Threat Assessment Teams remotely evaluate people from a distance, but how do they know that they are not just dishing out junk science? How do they know that the assessment actuaually work? I imagine it’s in part due to the success ratio. Eg. You diagnose someone as schizophenic, and within two months of your diagnosis, they start complaining of vibrations in the home, being burnt and tortured, clearly they were suffering from a persecution type syndrome. Right?

Let’s say the team evaluates someone and they end up in jail, homeless, instituationalized, dead, start to hear voices or they freak out and shoot someone, the team feel justified in their original diagnosis. The complete disconnect from the end results allows them to enjoy a false reality of their success ratio, just like in Russia. There removal from the targets sphere allows them to ignore, belittle, and dismiss the dozens upon dozens of stories of torture, and human rights violations, set up’s, gaslight, smoke and mirrors that are being used to achieve those end results. They are getting these successful outcomes because in many cases the monitoring teams, and those around the target are driving and creating these end results by harassing the targets.

Remember the team likely use the DSM guidelines to assess someone in the first place. In Russia they use to also do that. The DSM guidelines then, much like now are being set up to target and remove specific people from the workforce, or society. The outspoken, whistle-blowers, maybe independent thinkers, single people, etc. When a person is being evaluated to begin with, we are ending up with more single individuals, because some of their guidelines and profiling tell them that those who are single, with few attachement are more likely to be a danger. The guidelines do not allow for individuality. Eg. Many adults in modern society lead healthy, active, productive and single lifestyles. Being single is only a danger if you truly are lonely, but many people this is a new norm, which the guidelines don’t properly recognize.

What needs to start to happen is some accountability. Either targets need to start to sue these teams for false diagnosis, misrepresentation, slander, or a combination of things. I don’t know how much legal protection these teams are given, but enough lawsuits and publicity aimed at their heads, and the DSM guidelines they use and that might make a difference.

The people at the end level are not that smart. This is a generalization, and I am sorry if that hurts the feelings of some, but they are not. Eg. For one of my apartments, they use to constantly have the maintainance man, opening my door. They utilized him, and had him consistently abusing his power. Remember they get a variety of people on this, they are so sure that they are helping to keep an eye on someone truly disturbed, that they often forget common decency, but more importantly many forget, or have a false belief that they are not bound by the same laws they were previously bound by. After advising this person of my displeasure with their actions, this person advised me that it was their right to enter at will. Really? So I had to contact the upper managment and detail what was happening, what my actual rights were, and this is what got the sitution rectified. Many of them do not know the law, they think that because they are helping to monitor, they have a right to go above and beyond what is legal and the reality is that they do not. That is why if you can catch them in illegal activities they often get upset.

It can take a while, filing noise ordanances with the city, since this goes on for years at a time, if you manage to be in one location for a specific period of time this might give you a bit more leverage to prove some of what is on going.

Jane Clift for her situation was abel to have her records exponged, but without the right lawyer, or someone who knows what they are doing, you likely will not get the same results. What is needed are lawyers who know the law, understand the limits to what these Threat Assessment Teams are bound, and then continue from there. Also because they work in teams, writing down the times of specific harassments might work. Eg. On April 03, 2009 this person used or subjected my person to…. then you can fill in the blanks. I know a lot of targets believe that radiation is being used, it’s a possibility. Because they do change who is on shift, if you pay attention, you will notice that different people have different styles, some are just plane sadistic, so making them accountable should be possible in future by documenting times, dates. I do believe however if we skip the lower level individuals and focus on the Threat Assessment Teams, and their legal obligations to the individual that this might be a more successful way to go.

Eg. You are misdiagnosed as having a mental illness, and for the last 5 years they have contacted your facebook friends, twitter followers, myspace friends, co-workers, friends, etc. That is slander and defamation of character if the accusations are false, which since they are doing remote assessments, using DSM guidelines they well could be. Remember recently a woman won the right to sue Youtube to reveal the identity of those who had called her a name. Targets might be able to take similar legal actions for those going around behind our backs, defaming our reputations, based on a  false or inaccurate remote diagnosis.

Also how much of this violates the privacy laws? This is one area that I would like to examine, I believe many lines are being crossed in this area, and this might be one more area to bring a legal challenge.

The other thing that those in countries with human rights commissions might start to do is see if they can find a way to take these commissions to task. I believe in the U.K. and Canada you can sue for discrimination for race, gender and if you are being discriminated against due to a mental illness. I have to double check, but if that is the case, and these teams are listing targets as menatlly ill, then going after targets, and poisioning every perception around them, this might be another area where legal challeges can be brought. The situations are ongoing, so that would be within the timeframes. Targets without money and other means, might try to find a legal way to see if these commissions can be used in this way.

Then in the U.S. the ACLU is free, and could maybe be petitioned in similar fashion. At this stage I don’t know if these approaches will work, or if they will work across the board, but if we have 12 cases going through the system, each attempting different angles, then we can get an idea of what works, almost works, etc. However targets should be aware of sabatage, and many of these commissions are corrupted, or have questionable practices, as Tim Field his research into obstruction.

Those are some thoughts and actions that we might try in future, and the more attention these teams get, bad attention the better.
